    The most common cause of this error is that you have the graphical 
tool "Synaptic Package Manager" open, and then you go over to a shell 
and try to use "sudo apt-get" from a command line.  If Synaptic is open, 
you'll get this message, because Synaptic has locked the dir.

    My guess is that you closed Synaptic, then downloaded and installed 
the DEBs (and that's why it worked when you tried DEB files manually).
