I evaluated WebERP last year.

It calls itself an "ERP" package because, in addition to accounting,
it also does production management, inventory control, and order
processing. (It handles product codes, warehouses, etc.)
WebERP development is led by an accountant, and the accounting side
of the app is very strong. It uses accounting lingo, produces standard
reports (Chart of Accounts, General Ledger, Balance Sheet, etc.), and
has many options for regional taxes. (I almost used it for my business
accounting.)
On the downside, the user interface is not up to par. The workflow,
layout, and basic design all need work. The immature GUI is the reason
I chose not to use WebERP. If a company would sponsor 3 or 6 months of
dev work for a new design (w/some AJAX), and some workflow analysis, it
would be a very strong contender.
This month I'll be digging into OpenBravo, a newer "ERP" system,
with an eye on its accounting features.
