I have used pcbpool.com a couple of times. They accept Eagle CAD files
and will panelize as many as will fit on the minimum board size.
I have also used http://www.apcircuits.com/, they required converting to
gerber and panelizing myself IIRC.
Both of them cut the individual boards.
Oh, and I've used http://www.e-teknet.com/ProductPCB.htm for larger
quantities. You can see pictures of the first two in my msp430
