Thanks for the pointers.  I should have first looked
in the Howto instead of googling.

Oplbeep and modreq turned out to be pretty ancient
kernel patches that I decided not to deal with.
Yesterday I found something called "softbeep", which
doesn't need kernel patching and seems to do the job
fairly well.  It does cause xterm and some other
software to blow up, but that wasn't hard to work
around.
