TZ is correct. But this sounds like you are trying to do an offset against 
an already offset time (so your an extra 8 hours off).

Use UTC for your hardware clock. Then adjust /etc/locatime and TZ as 
needed.

Or if you really want your hardware clock to be odd, check the 
distributions you use for how they use hwclock and adjtimex at startup and 
adjust as needed.
