[SLL] Setting date & time for application /os

Hi All,
	I run a multi distro system with cmos clock set to local time
(seattle). I have clients that refuse to connect to servers on the net
because clock is not UTC matching server. I have been adjusting TZ
enviroment variable without success. Neither PST8PDT or
America/Los-Angeles works. When I change cmos all my desk top apps are
off. Is there an other common way in env variables to indicate time zone
offset?
