You didn't say so, but I'm assuming you're looking for an automated "feed 
junk in get pretty stuff out formatter". I'm not sure I can help you 
there, but I can say that Eclipse does a bang-up job of what you're 
describing. You can set all sorts of formatting rules that get applied to 
your code (and comments) automatically.
