[SLL] Proxy server

I am having an interesting problem related to not being in the U.S. The
issue used to be that people wouldn't ship to Nicaragua (even though it
should be amazingly easy considering how many empty banana containers return
here). So, I have a "US address" meaning a mail forwarder.
That works for some vendors. But, others check your IP. Eventually one
vendor sent a meaningful error message rather than "credit card declined".
It told me that my IP address was in a different country than my ship-to
address, something I had done on purpose. Now, most of these vendors can't
handle a billing address in Nicaragua so that doesn't work.
So, bottom line, I need a web proxy. It needs to handle HTTPS requests from
me (and a few friends who also managed to excape from the rogue terrorist
state with weapons of mass destruction), send it along to Joe Merchant and
send me the response. Cache is not needed (or desired). About the only
really desirable feature is to be able to control who can use it either by a
login or by IP address ranges.
Any suggestions (other than just buy directly from China which I already do
as much as possible)?
