[SLL] Moving In vim insert mode...

Say, I was just introduced to something I've apparently ignored for 
perhaps a long time and therefore never known.  Apparently there is
a configuration in vim that allows you to move around in text even
though you are in insert mode.  This is contrary to how I learned to
use vi, so I guess I've never run into it.  Still, I see it's turned
on in CentOS, and turned off in my Ubuntu server.  Anyone know what
the name of the setting is?  I fished around in my CentOS /etc/vimrc 
file but don't see anything there.
