WIth just a jumper, no, but with a switch or the like, it should work fine.

It also depends on if he intends to power a mobo with this setup? If
so, most bioses now a days have the option for 'In the event of a
power failure, be always on, always off, or last state'. That might
also be enough for his purposes.
