Debian has popularity-contest (http://popcon.debian.org/). The results are
skewed by:
1. Scripts running via cron or init automatically
2. Some packages getting installed automatically with every Debian system
3. It being opt-in (although there are roughly 80000 submitters)
#1 is the killer - it's hard to tell, but I think almost all of the top
1000 packages (by vote) are there because some file in the package gets run
automatically.
