Actually Red Hat's current rpm maintainer is the author of apt-rpm, and
it works mostly well.  Not as well as yum, but definitely provides a
familiar look and feel.

I meant at Canonical.  IIRC they have more people working on Launchpad
and marketing/sales than they have distro engineers, and only Canonical
employees can commit to the core stuff (not entirely sure how bit their
"core" package set is, but it's not small).
