Not any more. There was a period of time (1-2yrs), towards the end of
the RHL era, when apt for rpm was popular and the best tool available.
It was the first tool to provide a solution to the dependency
nightmare known as "rpm hell".
Then yum took over in terms of popularity, and got selected by more
and more distros as the official tool. Now even RHEL uses yum. Apt for
rpm is pretty much dead.
