Could be that he's got to run some apps that are 32-bit specific?  I know
that trying to get Firefox plugins that would work with 64-bit Firefox
packages was a right pain in the butt, and I ended up loading my workstation
(at Pogo) with 32-bit Fedora Core just to get things to work right.... 

As for no HIGHMEM, I would look into the "linux-server" metapackage on
Ubuntu... that's probably got both HIGHMEM and PAE enabled (which may be
more than you want, but...)
