I don't post often, but I've been on the list for quite a while. I
want to say almost 10 years, but my memory isn't accurate enough to
say that with confidence.

The term you might be thinking of is Anti-Federalist. :)

I wouldn't say inoperative, given that UMRA is at least given a nod
once in a while, and given that there is still some recognition that
pay-as-you-go legislation is a good thing, but it's definitely on the
floor and unable to get up.
