Thanks for the interesting reference. Haven't seen your by-line here
before. Probably my inattentiveness, but glad to have smoked you out.
Reading the article was kind of a "yea! boo!" exercise for me, but it is
clearly written from a very Conservative viewpoint -- and I don't mean what
currently passes for Conservative in DC.
But I think that it makes my point that, whatever the Constitution really
says in the context of 210 or so years later, the premise that Glenn
advances about the theoretical application of the Constitution to unfunded
mandates is totally "inoperative" as a practical matter today.

The reasoning is based on the separation of powers between the Federal
government and the States, mostly based around the 10th Amendment.
