A similar approach was used to get open source software into Boeing. There
was a *HUGE* amount of resistance to it and management wasn't budging. It
was either Microsoft or proprietary Unix, or the highway. Finally a guy
named Harry George got the brilliant idea to file an ethics complaint with
the company's ethics department. The complaint essentially claimed that
the company was discriminating against a supplier (OSS developers). Next
thing you know, the floodgates opened and OSS is now (almost) a mainstream
tool at The Boeing Company.
I think part of the reason this worked so well was because this was during
the time The Boeing Company was being beaten up over the 767 tanker
debacle. They were trying to show they had fixed their ways by installing
an ethics department and forcing everyone to go through ethics training
(kind of ironic considering that the line employees had nothing to do with
the debacle and yet they paid the biggest price).
