Why not use the "system" (government) against itself.  Try and access
the site via lynx or w3m.  That'll probably show that they are NOT ADA
Handicap Compliant (or some similar phrase).

Use that "fact" to beat them over the head till they fix it :)  It would
help if you can find someone (neighbor, friend, child, ...] whom is
legally blind to force the issue.
