[SLL] unable to get local issuer certificate

I am trying to research this MSIE error: "The security certificate 
presented by this website was not issued by a trusted certificate 
authority."

The wget error is "unable to get local issuer certificate". I see using 
wget and lynx but not firefox.

Why do wget, lynx, and MSIE care, but not firefox?

I read this problem occurs with self-signed certificates.

But it is issued by the certificate authority Thawte. (I can see it in the 
Certificate Hierarchy using firefox Page Info.)

I don't know why the Thawte Premium Server Certificate can't be found by 
MSIE, wget, and lynx.

The manually download cert is at 
https://www.verisign.com/support/roots.html (but I never did that to test 
with lynx or wget.)

Any ideas on what is wrong? Am I supposed to be also serving the Thawte 
Premium Server Certificate? Is it supposed to be appended to my 
SSLCertificateKeyFile or something?

I found these errors many times via google, but don't find any solution 
yet.

This is mod_ssl with Apache.
