One little trick I learned several years ago is how to force an ATX power
supply to turn on. Take a paperclip and bend it so it connects the green
wire on the motherboard connector to any black wire. The power supply fan
should start spinning and you should get power out of all the other pins, so
you can check them with a multimeter, etc. (+/- 10% should be fine).
If you're careful, you can put the paperclip into the motherboard power
connector from the top while it's plugged into the motherboard. I've only
seen a couple systems that will only POST via that method, and they've all
been fixed by replacing the motherboard.
