I don't know.  But, I had a problem similar to this a little while ago.
I had a system working for about a year and a half before it stopped
making it to POST.  Like yours, the fans would spin for a varied but
always short amount of time before stopping again, failing to boot.  I
finally just bought a new $50, 500w power supply and it's been working
fine since (3 months now).

Before I got the new power supply I asked for advice at my local PC Club
shop.  When I suggested the power from the wall may not be properly
grounded, they said that could be the problem and that it can damage a
power supply over time.  I don't know whether to believe that, but if it
is true, I'm willing to buy a new $50-supply every couple years or so...
it's easier than re-wiring.  I would love to hear advice about this
question.  How important is properly grounded house-power?
