[SLL] Web site semi-inaccessable

A plea to some of the geniuses who inhabit this list:
I and a number of others are having trouble accessing the site
www.holdenvillage.org.
Yet, some proxy sites can access it.
Directly accessing via a browser yields no response.
However, (sorry about the OS)

But sending a browser to http://82.165.168.15 yields
Error 403 - Forbidden
You tried to access a document for which you don't have privileges.
Verizon claims this means this isn't their problem.
Is there any more public poking that can be done to find out where the
problem is?
More info:
Most who can't access the site are apparently Verizon customers, but
one Qwester also reports a problem.
The site can be accessed via
