[SLL] what does RHEL-3 use instead of udev?

I have an older RHEL-3 machine that I'd rather not
upgrade to a later version of Enterprise.  It looks
like udev and the permissions.d directory weren't
invented until RHEL-4.  Does RHEL-3 give any
equivalent functionality, allowing device
permissions to be scripted?

So far, I don't see that devlabel be used for this
purpose.
