I use ADOS out of Oregon. They don't have any restriction, other than
don't do anything illegal, that I'm aware of. I used Comcast, but don't
want to go back because of their poor service I received when using
their Internet service. (Usually their email server would lose
messages.) It would be nice to get 1.5Mb pricing without restrictions
from Qwest.

It makes sense that thier ISP rules wouldn't apply if you are just
getting dsl from them. It is the connection to the internet that is
where all of the legal issues arise.
