[SLL] Business Directory Software

While the project I am working on is more than just a business directory, that 
is the big missing piece. It turns out that Drupal people (including me) have 
been talking about this for years. I more or less see the same things missing 
from other CMSs. So, I am looking for pointers.

It needs to be web-based, customizable (that means, I have the code as a 
minimum--nicer would be something that is semi-smart about adding fields and 
such) and support multiple languages. It needs to allow comments on business 
listings.

The closest I seem to get is taking something such as Drupal or Joomla and 
build it. Any suggestions before I do it the hard way?
