I have an "eight year rule" :)

I rarely reformat and reinstall. I sometimes even upgrade distros over 
different distros. The few times I reformat and reinstall for same 
operating system is: to repartition disk because of initial limitations; 
or recovery after rampant or unknown security compromises (of systems I 
didn't design, install or maintain myself).

For my own servers and workstations, the only reason I have "reinstalled" 
is because moving between hardware with different types or sizes of 
disks, or different hardware architectures, or different physical 
locations (so just migrate data and configs on to the new installs).
