I'll second that.  I have a QWest circuit, and my ISP is inwa.net
(Innovative Access Washington, a.k.a., hemp.net).  I'm on Capitol
Hill in Seattle.  No trouble yesterday.

When I signed up a couple years ago, I arranged for a static /29
for an extra $5/month.  No restrictions on use besides "keep it
legal".  They'll lease you a DSL modem/router, but I'm using my
Cisco 678 instead.  Support is reportedly sometimes hard to reach,
as they run on a skeleton crew and have had flakey VOIP service,
but I've never needed to call them more than once since my service
was established.
